So… states with a lower incarceration rate saw a decline in crime, was this due to other programs, rehabilitation, etc.? Sounds like they think the variables were perhaps tampered with to make the stats sound like facts? Just wondering?.

hmmm that sounds very interesting! i cant wait to hear what you find. It could sound logical that the lower the incarceration rate the lower the crime rate but that might be a little too good to be true
